Alarm Receiving Centre (ARC) Approval
Monitoring centres, in particular ARCs, are performing
a central and critical role in the intruder alarm sector.
Intruder alarms from monitored systems must be routed
through an ARC for verification before being passed to the Garda,
using a Unique Reference Number (URN) for response.
In line with the requirements of IS 999: 2004, CCTV Surveillance
certification/approval is covered under the Guarding
Security Services scheme.
Garda Policy
The Garda Policy on Monitored Intruder
Alarms was introduced on 1st January 2005 and will take full effect
from 31st January 2007. Between now and the date of full implementation,
a Garda response to a verified alarm, will only be provided to
intruder alarm activations when the keyholder has been informed
and will attend the premises in the shortest possible time. If
the keyholder does not attend the premises, it is recorded as a
false alarm. Three false alarms within a three month period will
result in a suspension of Garda response.
The Garda requires that
all monitoring centres, intruder alarm installation companies and
installations must be certificated to the relevant Irish or European
Standard. If an intruder alarm connects to a monitoring centre,
the centre must be certificated to S.R. 41 including I.S. 228 requirements
and operated in compliance with S.R. 25 and relevant sections of
the
Garda
Policy.
The Private Security Authority(PSA) became open for licence applications
for ARCs on 1st November 2005. From 1st August 2006 it will be
an offence to provide a service in this sector without a licence.
Approval against this SSAIB scheme will demonstrate compliance
with I.S. 228 and S.R.41 both technical and operational requirements.
SSAIB approval is acceptable to the PSA as evidence of compliance
with relevant standards.
