Fire Systems Certification
Fire systems certification will be an increasingly important part of our certification activities. Consequently we are developing a scheme for organisations responsible for the design, installation ans servicing of fire detection and alarm systems in accordance with IS 3218. Intruder Alarms
To overcome the problem facing new entrants to the security system industry whereby it is not possible to obtain a licence unless systems are available for inspection and it is illegal to install such systems without a licence, the PSA is develop an exemption order to allow new intruder alarms contractors to install systems for a limited period.. Section 52(2) of the Private Security Services Act 2004 allows for exemptions under certain circumstances and the PSA propose issuing new entrants with an “exemption order” for a limited period.
The Private Security Authority has confirmed that wiring Intruder Alarms is not a licensable activity.
• However, if the contractor installing the wiring adds any component elements of an intruder alarm they are performing a licensable activity.
• Sub-contractors installing, maintaining servicing or repairing Intruder Alarms must obtain an installer intruder alarm licence.
• Installers of monitored intruder alarms must make it clear to any clients or in
any advertising that the monitoring service is provided by a licenced third party, unless the
installer is the holder of a valid security guard (monitoring) licence.
The Early Bird Gets the Work
Only Door Supervisors and Security Guards who have lodged an application with the Private Security Authority ahead of the critical 1st April 2007 deadline will be entitled to operate in the industry from April onwards. Under Section 52 of the Private Security Services Act, those who have applied for a licence before the 31st March 2007 may continue working while their application is being processed. After this date, any person who has not applied for a licence and continues operating or any employer who employs an unlicensed Door Supervisor or Security Guard, is liable to prosecution. “We advise all applicants to submit their applications early and not wait until the last minute to apply,” says Geraldine Larkin, CEO of the PSA. “Applications received before 31st March 2007 will be entitled to continue working while their application is being processed but those who have not lodged a licence application before 31st March will not be entitled to continue working and our inspectors will be vigilant. Don’t put your livelihood at risk, submit your application early.”
Cash in Transit Standard Launched
A national standard for providers of cash-in-transit services was formally launched on Monday 19th February 2007. IS998:2006 is a comprehensive document that will require companies to demonstrate compliance with company organisation, staffing, training and operational requirements. Applicants for Cash in Transit licence will be required to hold IS 998:2006 certification along with certification from An Garda Siochána with regard to the technical operational requirements. The Authority will be announcing a commencement date for licensing the cash-in-transit sector in the near future.
